Critical Evaluation of the Transport Sector Related Legislations and Legal Framework in Bangladesh to Address Road Safety Issues

Abstract


Bangladesh has an extensive and diversified transport system of roads, railways, inland waterways, and civil aviation facilities. In recent times, the road transport system is the dominant way of communication. In recent years, huge road infrastructures are being constructed adding speed to transportation and frequency of movement of people. Simultaneously, the number of road accidents is also rising high. Bangladesh has a well-developed set of transport-related policies, acts, rules, and plans that deal with various aspects of transport planning, particularly road safety issues. Yet road safety is a long-standing concern. The traffic casualty rate per vehicle-kilometer is 30–40 times higher than in developed countries. The main purposes are poor implementation and enforcement of safety rules and regulations, as well as capacity constraints in the responsible organizations. Complex regulatory measures have limited the ability of the national transportation system to respond to user needs. The purpose of the present paper is to identify and review transport-sector-related legislations, to identify supporting policies in those legislations for ensuring road safety and to critically evaluate the existing transport legislations in the country to address the road safety issues.
