NIGERIAN PUBLIC PROCUREMENT ACTS AND PROFESSIONALISM: AN ENGINEERING PERSPECTIVE FOR OPTIMAL PERFORMANCE

Abstract


Professional in the field of engineering must embraced the utilization of public procurement act in Nigeria for optimal performance. This paper assessed the performance of Public Procurement Reforms in Nigeria based on engineering perspective. This act followed a World Bank Country Procurement Assessment survey conducted in 1999 established the link between poor public procurement procedures and corruption. The Assessment Report revealed that 60% was being lost to corrupt practices out of every investment on project by Government and that an average of ten Billion US Dollars ($10b) was being lost annually due to fraudulent practices in the award and execution of public contracts through inflation of contract cost, lack of procurement plans, poor project prioritization, and other issues regarding execution of federal government contracts. Rigorous monitoring and review of this procurement act is imperative for optimal delivery of engineering project in Nigeria.
